The Queen’s IRC 2025 HR Trends report uncovers key HR priorities in Canada, based on an anonymous survey of 297 respondents across public, private, not-for-profit, and quasi-public sectors. The survey captured responses from a diverse range of professionals, including executives, directors, managers, specialists, consultants, and union representatives, providing a balanced perspective between management and unions.
The findings reveal that HR departments are focusing on leadership development, employee engagement, and adapting to hybrid work models while also contending with limited resources, outdated technologies, and organizational resistance to change.
